IN 2025, UKRAINIAN SEAPORTS ACHIEVED OVER 95% OF THE PLANNED ANNUAL CARGO TURNOVER
In 2025, Ukrainian seaports demonstrated the resilience of the industry under the wartime conditions. Despite attacks on port infrastructure, numerous air raid alerts, and constant security threats, the ports maintained operations and fulfilled more than 95% of the annual cargo turnover plan.
The planned cargo volume for 2025 was 86.2 million tonnes.
In fact, 82.2 million tonnes were handled, which corresponds to over 95% of the plan. At the same time, the forecast cargo turnover (81.769 million tonnes) was exceeded, reaching 100.5%.
Agricultural products once again accounted for the largest share of cargo turnover – 44.2 million tonnes, representing more than half of the total volume. Container traffic increased significantly: in 2025, ports handled 215,748 TEU, compared to 129,902 TEU a year earlier (+66%).
“Seaports are operating under constant threat, yet they remain a key pillar of the economy. Throughout the year, Ukrainian products were exported to 55 countries worldwide. This once again confirms the resilience of the port sector and Ukraine’s ability to operate even amid wartime threats. I thank the Defence Forces of Ukraine and the Naval Forces of the Armed Forces of Ukraine for ensuring the protection of navigation and the operation of maritime corridors,” — emphasized Oleksii Kuleba, Vice Prime Minister for Restoration of Ukraine – Minister for Communities and Territories Development of Ukraine.
Air raid alerts and strikes on infrastructure remained a serious challenge for ports. In the Odesa region alone, air raid alerts were declared more than 800 times, and the total downtime due to security restrictions exceeded one month – effectively a month of lost operational activity.
Despite all challenges, thanks to the professionalism of port workers, terminal operators, stevedoring companies, and all industry specialists, the port sector ensured uninterrupted maritime logistics and export shipments.
